As part of a multi-phase retail development along U.S. 33 in Goshen, JPR provided all services needed to complete this outlet development project.
PHASE i: This 30-acre site required careful traffic planning, street improvements, and extensions of City utilities. Additionally, to provide adequate stormwater management, the design team developed a multi-phase plan that allowed new significant stormwater discharge to be constructed under the adjacent state highway and Norfolk Southern Railroad.
This project led the way in access management, providing secondary connections between multiple retail centers, thereby reducing the impact to adjoining streets. Landscaping, site lighting, and project signage design set the tone for similar projects.
PHASE II: This phase of the project, which included two multi-tenant retail centers and a new banking center and Walgreens Pharmacy, encompassed the completion of a multi-site Stormwater Master Plan. It also included thematic landscaping and lighting improvements, new vehicular streets, pedestrian sidewalks, and traffic control, along with municipal utilities.
The carefully designed layout of development pads allowed the City and developer to maximize the investment while providing an attractive and functional finished product.
