Middlebury Township Fire Department

Middlebury, Indiana

Hired by the Town of Middlebury, JPR was contracted as the Design Criteria Developer (DCD) for the renovation of township offices and their fire department. The goal was to maximize the efficiency for fire department operations, along with minimizing operating, maintenance and energy costs – all while providing an attractive design.

As the DCD, JPR helped the Town coordinate the procurement and bidding processes stipulated within the Indiana Statute for Design-Build Public Works Projects. Responsibilities included:

- Appointing a Technical Review Committee (TRC) to evaluate the bids based on a point system

- Preparing contract forms and general conditions

- Giving notice of public meetings and adopting a resolution authorizing the use of design-build contracting

- Publishing notice of an RFQ

- Obtaining statements of qualifications from design-builders and submitting them to the TRC

- Obtaining reports from the TRC that contained qualified design-builders

- Issuing an RFP to selected design-builders that included the design criteria package

- Obtaining and analyzing responses to the RFP

- Awarding the contract

After the design-build contract was signed, the Town asked JPR to continue work as a consultant during the Construction Administration Phase. This included:

- Conducting site visits to confirm completion of the construction work listed and requests to be paid.

- Reviewing, signing, and returning Pay Apps to the contractor, as the Town’s representative

- Consulting and coordinating any questions to the contractor

- Producing Field Observation Reports

- Helping coordinate the project close-out process

JPR was in a unique position to serve as the Town’s representative throughout the entire project and be an unbiased knowledge base for questions since there was no contractual interest in the project itself. With the capability to work as a liaison between the Town and the design-build team, JPR was able to help educate the Town during the construction process and ask the contractor questions the Town may not have known. In addition, JPR was able to advocate for the Town – in a way they may not have been able to do themselves – when questions arose during construction.
