The City of Decatur found itself dealing with many of the same issues as other small communities. To solve these, they sought to develop a new Comprehensive Plan that would be used as a tool to attract new businesses and retain existing businesses and population, as well as assist in a logical plan for redevelopment and find ways in which to utilize their natural resources.
The Indiana Office of Community and Rural Affairs assisted the City in obtaining a Planning Grant. JPR, utilizing tools from its arsenal, worked to gain public input. JPR was successful in obtaining a high percentage of community participation which translated into a Plan that was readily accepted by the City as well as its residents.
The Plan included detailed recommendations for their Downtown and Waterfront Districts, along with the creation of a Redevelopment Commission, the formation of a TIF District, an Annexation Plan, and many other community-focused strategies.
