In 2020, the Leo-Cedarville Regional Sewer District hired JPR to conduct a study and generate a Preliminary Investigative Report (PIR) for the construction of a new wastewater treatment plant (WWTP) to serve the District.
The investigation included analysis of existing wastewater flows, establishment of IDEM NPDES Preliminary Effluent Limits, cost estimation of improvements associated with the construction of a new WWTP, and cost estimation of expected Operation, Maintenance, and Replacement (O, M & R) costs for a new plant. Present worth analysis, potential funding models, and generation of potential site figures were also included.
The report was presented to the District in February of 2021, and the District ultimately decided not to pursue a WWTP project.
