This project encompassed a wide range of professional services, beginning with the development of a comprehensive Master Plan to guide the overall vision and phasing of the site. As part of the site transformation, demolition drawings were prepared to facilitate the removal of 76 outdated housing units, clearing the way for new, modern development that better serves community needs. JPR also led revisions to the previously approved Planned Unit Development (PUD), ensuring that updated land uses, densities, and design standards aligned with the project’s goals and regulatory requirements. In addition, a subdivision replat was completed to redefine parcel boundaries and support new infrastructure and building configurations.

The project also demanded close coordination with multiple stakeholders — most notably the City of Hammond, the Hammond Housing Authority, the project architect, and various specialty consultants. Regular meetings, progress tracking, and responsive communication were essential to keeping the project on schedule and within budget.

Because of strict funding timelines and federal program requirements, the full planning and design scope was completed within a compressed 6-month window. Construction followed shortly thereafter and was successfully finalized within 12 months, requiring seamless collaboration across disciplines. JPR’s in-house team — including civil engineering, landscape architecture, surveying, and utility coordination —contributed essential expertise throughout the project lifecycle. The scope of work ranged from aesthetic and placemaking elements to the integration of complex mechanical and technological systems.

JPR was fully qualified to provide the requested services and has cultivated a strong roster of clients facing similar challenges. For example, prior to this project, JPR completed a Master Plan and construction document services for a 15-acre residential redevelopment for the City of Hammond Housing Authority. This effort focused on providing affordable housing for senior citizens, including several ADA-accessible units, with a special emphasis on ADA compliance throughout the project.
