Jones Petrie Rafinski (JPR) worked with Storrow Kinsella Associates and Development Concepts Inc. of Indianapolis to complete a comprehensive strategy for re-development of this prominent retail center. The underperforming retail site is positioned well along the I-80/90 corridor and is the City of Elkhart’s key gateway. SKA developed the land re-use strategy while DCI prepared a detailed re-investment plan. JPR’s assignment included traffic planning, project cost estimating, and preparing a creative funding model. This unique project uses existing TIF revenue to self fund the re-development effort allowing for an immediate high impact improvement to the gateway and the shopping center. Initial redevelopment phases occurred in 2012 with the completion of the upgrades into the center opposite of the Indiana Toll Road Exit 92 Toll Plaza.
