UTILITIES MASTER PLAN ALONG LILAC STREET
LOCATION: Elkhart, Indiana

JPR has completed a utilities master plan and draft preliminary engineering report for this revitalization area formerly known as "the sawmill district." This area includes more than 400 homes. The neighborhood is completely surrounded by the City of Elkhart but remains in the county jurisdiction. Homeowners have suffered from a poor and shallow aquifer for years, with many residents unable to drink the water from their own wells due to high levels of minerals impacting the taste and appearance. Their proximity to onsite sewage systems puts some residents at risk thru long term exposure to waste borne contaminants. The three-phase approach provided by JPR planners will connect high risk areas and those immediately adjacent to a water main first. A build out of the City’s system will then follow to complete this essential work. JPR's work includes engineering and planning services, funding model recommendations and the project implementation plan.
