The City of Decatur found itself dealing with many of the same issues as other small communities. They desired to develop a new Comprehensive Plan that would be used as a tool to attract new business, to retain existing business and population, to assist in a logical plan for redevelopment, and to find ways in which to utilize their natural resources.

The Indiana Office of Community and Rural Affairs assisted the City in obtaining a Planning Grant. Utilizing tools from our arsenal of public input techniques, Jones Petrie Rafinski was successful in obtaining a high percentage of community participation. The plan included detailed recommendations for the City's downtown and waterfront districts.
